Adaptasi Strategis Madrasah Negeri di Era Disrupsi Digital: Model Integrasi PESTLE, SWOT, dan Rencana Kerja Madrasah

Madrasah strategic planning often lacks systematic external environmental scanning, causing disconnection from operational documents. This study addresses this gap by analyzing external factors at MTsN 2 Kota Bandung using the PESTLE framework and developing an integrated PESTLE–SWOT model operationalized into the Madrasah Work Plan (RKM). A qualitative approach with a single holistic case study design was employed. Data were collected through in-depth interviews with six key informants selected purposively, focused observations, and document analysis, then processed using Miles and Huberman’s interactive analysis. Findings indicate that the Merdeka Curriculum is the dominant political factor reshaping policy orientation; technological disruption drives digitalization amid infrastructure limitations; and socio-economic changes push program diversification and hybrid financing. The key contribution is an operational model integrating PESTLE–SWOT into an RKM program matrix with objectives, indicators, responsible parties, and financing schemes a replicable evidence-based planning prototype. This model strengthens governance, external collaboration, and technological infrastructure.
